OESPA CONDUCTS THE OESPA FAMILY CONFERENCE CY-2019

The Command, through the Office of Ethical Standards and Public Accountability (OESPA), conducted the one-day OESPA Family Conference with a theme, “PADAYON PAF: Upholding Transparency and Accountability” at the PAF Aerospace Museum Function Hall, Col Jesus Villamor Air Base, Pasay City on 260800 to 1700 November 2019. The said activity was attended by 80 participants from different PAF Units composed of Unit OESPA Chiefs, NCOICs and Civilian Human Resource.

The activity was facilitated by the invited guest lecturers from Civil Service Commission, Anti-Red Tape Authority and a member of National Gender Resource Pool from the Philippine Commission on Women. The participants were welcomed by COL NAPOLEON A TACUT PAF (MNSA), Deputy Chief, OESPA and the Closing Ceremony was graced by MGEN GLICERIO G PERALTA AFP, Chief of Air Staff as Guest of Honor.

Mr. Cesar R. Garduque, Special Investigations V of Civil Service Commission, discussed relevant topics such as the Norms of Conduct of Public Officials and Employees. This topic reminds us of how we should behave as public servant as well as how we conduct ourselves in performing our duties and responsibilities which is to promote ethical standards in public service and to instill a strong sense of public accountability among Military and Civilian PAF Personnel. The lecturer also discussed the rules and regulations in the proper filling out of Statement of Assets, Liabilities and Net Worth. The lecturer was able to clarify some ambiguous or confusing issues as far as filling out of SALN form is concerned. 
    
Likewise, in coordination with 950th CEISG, 2LT CELBERT REY P CA-AS PAF, Squadron Commander, 952nd CEISS discussed the concept on the proposed electronic filling out of SALN Form which will be incorporated in the HRMIS. As demonstrated by 2LT CA-AS, the electronic filling out of the SALN Form will provide a blank digital form as prescribed by law, to be filled-out by every PAF personnel and Civilian Human Resource and will automatically be part of the HRMIS database. The end view of this endeavor is to facilitate ease in accomplishing the SALN Form by individual filers and the accessibility of this document. 

Ms. Maria Rizza Y. Torno, Communications Officer, Anti-Red Tape Authority educated the participants on transparency and accountability in delivering basic services to the public as contemplated in the new law, Republic Act 11032 – on Ease of Doing Business and Efficient Government Service Delivery Act. The lecturer was able to discuss the policy of the State which is to promote integrity, accountability, proper management of public affairs and public property. The lecturer also emphasized the need to establish effective practices to have an efficient delivery of government services in order to prevent graft and corruption in government. 
    
Atty. Mylen Gonzales-Esquivel, RSW, PAF GAD Consultant discussed Republic Act 11313, or Safe Spaces act or the Bawal ang Bastos Law. The lecturer clearly discussed the different types of gender-based violence such as gender-based streets and public spaces sexual harassment; gender-based online sexual harassment; gender-based sexual harassment in the workplace and gender-based sexual harassment in educational and training institutions. 

The OESPA Family Conference was successfully conducted due to the presence of the participants, a clear manifestation of their commitment and dedication to their mandated tasks of upholding the highest ethical standards and instilling a strong sense of public accountability among PAF military and civilian personnel. The objectives of the conference were attained because of the knowledge shared by the guest lecturers to the participants which made the activity meaningful and productive.
