MAJ GEN VICTOR H DIZON AFP was born in Porac, Pampanga on 24 July 1915.
He studied his elementary education in a public school in his hometown and finished secondary education at Mapua Institute of Technology in 1934. He transferred to Adamson University and finished his degree in Bachelor of Science in Mining Engineering in 1940. While he was in college, he decided to join as a cadet at the Philippine Army Air Corps Flying School to take up pilot training. In May 1938, the Air Corps sent him to Randolph Field in Texas, U.S.A. for further flight training and was able to serve with the 82nd Observation Squadron of the U.S. Army Air Corps. When he returned home, he became a flight instructor at the Air Corps Flying School at Zablan Field.
When war broke out in the Philippines, General Dizon joined the 10th Bombardment Squadron, PAAC stationed at Maniquis Field, Cabanatuan, Nueva Ecija as B-10 pilot and as pilot and observer at Clark Field under Maj Gen Jonathan Wainwright. He later transferred to Batangas Field to join Captain Jesus Villamor’s 6th Pursuit Squadron. He participated in the battle of Bataan and the capitulation of the Philippines in 1942 found General Dizon in the concentration camp of Malaybalay, Bukidnon and later in Capas, Tarlac until 1943.
On 06 February 1945, he joined the American liberation forces and was later brought to the U.S. to take up pilot refresher courses at Randolph Field, Goodfellow Field, Aloe Field and Enid Army Airfield in Oklahoma. Returning to the Philippines, he was designated as Executive Officer and later as Acting Commanding Officer of the 1st Liaison Squadron before he was detailed by the Philippine Army with the Bureau of Aeronautics.
General Dizon was called back to the Air Force on 16 June 1954 and was assigned to the 100th Training Wing. He was sent to the Air University at Maxwell Air Force Base, Alabama to take up the Air Command and General Staff Course. After completing the course, he was placed on detached service with the AFP Intelligence Service and as Military Attache to Rome, Italy. He was also assigned as Senior Aide to President of the Philippines, Diosdado Macapagal, before he was appointed as the Commanding General of the Philippine Air Force on 01 June 1965.
He is a recipient of various awards and decorations such as the Philippine Legion of Honor, Military Merit Medal, Philippine Defense Medal, American Defense Medal, Philippine Liberation Medal, Asiatic-Pacific War Theater Campaign Medal, and Philippine Independence Medal, among others.
General Dizon and his wife, the former Rizalina Guingona, have two children namely Nelinda and Maria Victoria.
