The Headquarters Philippine Air Force (HPAF) formally held a Joint Change of Chief of Office for the Public Information Office (PIO), Office of the Air Force Provost Marshal (OAFPM), and Air Force Human Rights Office (AFHRO) on Wednesday afternoon, September 28, 2016, at the New Hall of Flags, Colonel Jesus Villamor Air Base in Pasay City.

The outgoing PIO Director and concurrently the Assistant Chief of Air Staff (ACofAS) for Civil Military Operations (CMO), A-7, Colonel Araus Robert F Musico PAF (GSC), relinquished his post to Colonel Antonio Z Francisco Jr. PAF (GSC) who previously served as the Director for Operations of 520th Air Base Wing. The PIO’s change of office will now allow Colonel Musico to fully perform his duties and responsibilities as A-7.

Meanwhile, outgoing Chief of Air Force Provost Marshal, Colonel Yolanda P Joaquin PAF (GSC), was replaced by Colonel Vincent B Incognito PAF (GSC) who led the 19th Philippine Contingent to Haiti (PCH) for a one-year UN peacekeeping mission in 2015. Colonel Joaquin will now assume her new post as Chief of Air Force Human Rights Office replacing Colonel Philip Jose M Paja who will undergo schooling for professional career development.

For their meritorious and invaluable services as outgoing chiefs, Colonel Musico, Colonel Joaquin, and Colonel Paja were conferred with a Military Merit Medal (interim) by MGen Rozzano D Briguez AFP, the Chief of Air Staff (CAS), who served as the presiding officer.

In his speech, MGen Briguez shared that the change of chief of office stemmed from the idea of selecting the officers who are very competent for the job. He also reminded them that as military officers, they cannot say “no” to their new designation.

“I know we are just doing it [referring to the change of office] because we have a job to do. We cannot say no. When the orders are in, then we have to keep the ground running.” he said.

CAS told them that the selection was dealt on purpose and was done so that the thrust of the PAF will be pursued. He advised them to concentrate on the task at hand, as well as, encouraged them to do their best with no apprehensions.
