LIEUTENANT GENERAL OSCAR H RABENA AFP O-7672 AFP was born in Quezon City on August 24, 1956. In March 1974, he entered in the Philippine Military Academy and graduated in 1978. He finished Masters in Business Administration in 1986, Masters in Management in 1990 and Masters of Defense Studies in Australia in 1999.

His military trainings are: Pilot Training Course, Pilot Flight Instructor Course, Basic Ranger Course, Intelligence Officer Course, Basic Airborne Course, Budget Officer Course in Texas, Missile Technology in Australia, International Defense Management – Fort Bonifacio, Squadron Officer Course and Air Command and Staff Course.

He became the Special Assistant to the Presidential Adviser on Military Affairs; Squadron Commander of 18 Assault Squadron, 15th SW; Division Chief of War Plans and Force Development Division, OJ-5; Director of the Office Studies, PAF; Commandant of PAF Flying School; Executive Assistant to the Executive Secretary of the Office of the President and the Assistant Chief of Air Staff for Plans, A-5, PAF.

Prior to his designation as Air Force Chief, he assumed key positions such as Chief Strategic Planner of the whole AFP as Deputy Chief of Staff for Plans and Programs, J-5 at GHQ AFP; PAF Inspector General; Wing Commander of 250th PAW and Wing Commander of 15th SW.

He assumed Command of the PAF on 09 January 2009 to 09 January 2012. His Command framework and philosophy is “Team Air Force- Operationally Responsive to Peace and Development”. The foundations of his leadership are: Character- good moral-distinctive traits; Professional Competence- skills in military arts and science; Caring for the Airmen- has genuine concern and care for men.

He has initiated and strengthen the PAF Core values (InSTEP) which are: Integrity- Service with honor; Service – above self and pleasure; Teamwork – Standardized training and common set of values; Excellence – endeavor should bring out the highest quality of goal and result, and Professionalism – to lead by correct example to remain above politics, biases, prejudice and to endure the privations of the challenging life of a military leader.

What he believes and practice is the inspiring and emulating proverb which says: Regards your soldiers as your children, and they will follow you into the deepest valleys; look on them as you even into death”.

He is a proud recipient ogf the following awards and commendations: 22 Military Merit Medals, 8 Military Commendation Medals, 4 Wing Commander Well Done Award, 2 Gawad sa Kaunlaran, 2 Marksmanship Badge (Sharpshooter US rifle Cal 30 mm/ US Pistol Cal 45), Airborne Parachutist Badge, Medalya ng Papuri (PNP Commendation Medal), 5 Distinguished Service Star Awards of the Philippine Legion of Honor (Degree of Officer), Award of Election Duty Badge, and 21 Letters of commendation and 28 Certificates of Appreciation.

He is happily married to the former Miss Jocelyn Bernardo of Quezon City with whom he has four sons: Timothy Joseph, Aaron Jed, Marc Jared and Louis Jeremy.
