LT GEN NESTOR R SANTILLAN AFP was born in Manila on 14 May 1948.
He was in his 3rd year in Bachelor of Science in Mechanical Engineering at the University of the Philippines, Quezon City when he decided to join the Philippine Military Academy in 1966 and graduated on 22 March 1970 to begin the journey of a sterling military career. He took his Master of Defense at the University of New South Wales, Australia in 1993. He was able to take other course such as System Analysis, Design and Programming Course and was a Master in Business Administration candidate at the Ateneo de Manila.
He was first assigned with the 205th Composite Wing, C-47 pilot of the 206th and 207th Air Transport Squadron from 1972 to 1976 before he was detailed in various departments of the National Intelligence Security Authority from 1976 to 1981. He was repeatedly sent at the Air University to study the Squadron Officers Course, Academic Instructor Course and Allied Officer Familiarization Course, in Maxwell Air Force Base in Alabama, U.S.A.. Other foreign schoolings he attended were the Turbofan Engine Maintenance Course at Air Research Manufacturing Company in Phoenix Arizona and a Pilot Simulator and Flight Training in Texas, U.S.A.
General Santillan held significant positions in the government, the PAF and the AFP such as Assistant Director of ISD, National Intelligence Security Authority; Battalion Commander of the 1st Security Battalion, Presidential Security Command; Instructor Pilot of the PAF Flying School 100th Training Wing; Director for Operations, A-3, HPAF; Technical Adviser/ Researcher/ Committee on National Defense, GHQ; Assistant Chief of Air Staff for Personnel, A-1; Commanding Officer of the Air Force Research Development Center; Assistant Chief of Air Staff for Intelligence, A-2; Commanding Officer of the Composite Air Support Force VI of the 2nd Air Division; Vice Commander of the Tactical Operations Command; Commandant of the Air Command and Staff College, PAF; Wing Commander of Tactical Operation Command; Vice Commander, PAF and finally as Commanding General of the Philippine Air Force from 12 September 2002 to 14 May 2004.
He has outlined the four cornerstones of his Command to wit: A strong Air Force for a strong Republic; Doctrinal Renewal; Smart Modernization; and Aircraft Recovery to increase the operational aircraft of the PAF which totaled to 32 aircraft restored during his command.
He is a recipient of various awards and decorations such as Distinguished Service Stars, Military Merit Medals, Silver Wing Medals, and Military Commendation Medals, among others.
Lieutenant General Santillan is married to Enya with whom he has four children namely Emmanuel, Enrico, Patricia and Ashley.
