LIEUTENANT GENERAL JEFFREY F DELGADO, the 33rd Pilot-in-Command of the Philippine Air Force, is a veteran combat pilot with a well-earned professional reputation as a strategic planner, operational commander and military intellectual. In the course of a career that spans 34 years, his professional skill and dedication to service was recognized with more than 60 awards, 29 commendations and 16 letters of merit. He was born on 20 March 1960 in Quezon City.
LTGEN DELGADO’s path to military service started when he reported to the Philippine Military Academy in 1978. In 1982, he earned his baccalaureate degree as a member of the PMA “Sandigan” Class and was commissioned as a Second Lieutenant in the Philippine Air Force. He subsequently undertook his Military Pilot Training at the PAF Flying School and earned his Aviator Wings in 1983.
His career as a military aviator began when he became an Instructor Pilot of the SF-260M and T-41D aircraft at the then 100th Training Wing in Fernando Air Base, Lipa City from 1984 to 1986. He then served briefly the Presidential Security Group as member of the Presidential Guards from 1986 until 1988. In continuous pursuit of his PAF career as a military pilot, he transferred to 15th Strike Wing in 1988 and was one of the few pilots to qualify in both the fixed-wing combat aircraft and attack helicopters. He eventually rose to become a Squadron Commander in 1994 at the said Wing. Thereafter, this was followed by a staff duty at the Headquarters, Philippine Air Force specifically the Office of the Assistant Chief of Air Staff for Plans, A-5 from 1994 to 1996. A 2-year stint as Director, Office of the Presidential Adviser on Foreign Affairs followed. In 1999, he was back at the AFP, this time at the Office of the Deputy Chief of Staff for Modernization, J-9.
LTGEN DELGADO’s experience is complemented by the education and trainings he completed that cover military, inter-agency and civilian courses here and abroad. His Professional Military Education includes the Basic Intelligence Course, the PAF’s Squadron Officer Course and the Air Command and Staff Course, all of which he graduated with Honors. He also attended the Asia-Pacific Security Studies in Hawaii, USA and the Joint Warfighting/ Combined Operations Course at Norfolk, Virginia, USA. Other specialized courses he undertook were the Counter Terrorist Action Course, Human Rights and Humanitarian Law Seminar, AFP Code of Ethics and Enlightenment Seminar, UK-RP Defense Acquisition Course, and the Pacific Symposium. He likewise earned a Masters Degree in Development Management from the Asian Institute of Management and completed 42 units in pursuit of the Masters in Business Administration Program from the De La Salle University Manila.
His rise to the top of the professional ladder began with his posting as Commander, Air Power Institute in 2002 followed by a command at the Tactical Operations Group 10 in 2003, and later as Director for Operations of the 3rd Tactical Operations Wing in 2005. This was followed by stints at ODCS for Operations, J-3 and as the Executive Officer, ODCS for Plans, J-5 in 2006. Upon his return to the Philippine Air Force in 2007, he became the Director of the Project Management Staff Office followed by his assumption as the Assistant Chief of Air Staff for Plans, A-5. In 2010, he was designated as the Senior Military Aide to the Commander-in-Chief (where he also earned his first star of same year) until he became the Wing Commander of 15th Strike Wing in early 2012. LTGEN DELGADO’s last post prior to his command of the Philippine Air Force was as the Deputy Chief of Staff for Plans, J-5 in the later part of 2012 where he rose to the rank of Major General.
With the various positions and trainings gained throughout his service, he has accumulated numerous awards. Among these include Academic and Distinguished Graduate Awards in his military schoolings, the Presidential Legion of Honor, Distinguished Service Star Medals, Gold Cross Medal, Outstanding Achievement Medal, Bronze Cross Medals, Military Merit Medals, Silver Wing Medals, Combat Mission Plaque and Patch, the PAFFS Golden Aviator Award and the PMAAA Cavalier Award.
