The Air Force command issued guidelines that should define the force in 2012. Under the new leadership of Lieutenant General Lauro Catalino G Dela Cruz AFP, the Air Force adopts the strategy framework for the new year that envisions the PAF as "Bagwis ng Kapayapaan, Tagapagtanggol ng Kalayaan ("Wings of Peace, Defenders of Freedom”). Along with the mission statement "Power Up, PAF”, the catchphrase summarizes all key mission areas to propel the Air Force towards mission accomplishment.

The guidelines will focus on building a PAF that shall be not only responsive and deliberate but highly professional as well. The new PAF dispensation expects the Air Force family to close ranks for new challenges and changes ahead even as they remain rooted on the basics – discipline, professionalism and moral uprightness, among others. Aside from all these, the new PAF leadership encourages officers, enlisted personnel and civilian employees to play active roles in support of the IPSP Bayanihan and development efforts of the government.
